According to current rankings, the best government college for electrical and civil engineering courses in UP or nearby states is IIT Kanpur. It is consistently considered the top engineering college in Uttar Pradesh. 

Other Universities options in UP:

  1. IIT BHU (Banaras Hindu University)
  2. MNNIT Allahabad (Motilal Nehru National Institute of Technology Allahabad)
  3. AMU (Aligarh Muslim University).

Civil Engineers the ones who contribute in the Infrastructural Development of the nation. There are several Government jobs available for Civil Engineers as well.

Admission policies for second-year B.Sc IT programs can vary by institution. Generally, most colleges require students to have completed their 12th grade with relevant subjects (Physics, Chemistry, Mathematics, and Computer Science) and may also require entrance exams or merit-based selection.

However, having a direct second-year Diploma in Civil Engineering might not directly qualify you for a second-year B.Sc IT program, as the curriculum and prerequisites can differ significantly.
