Hello, it is not necessary to appear for it for getting admission in an engineering program. There are some institutions which gave admission to the students either they gave JEE Mains or not, like -
Netaji Subhash Institution of Technology, Delhi
Maharashtra Institution of Technology, Pune
Lovely Professional University, Punjab.
Anna University. etc.

The basis for getting admission in any engineering college in India is to attempt JEE Mains and depending on your score, you can get admission in any good college. So, the exam is held under NTA 2 times in a year, once in January and then in April. So, the admission process starts around in May in Mumbai as well. If you have not attempted JEE Mains then you can apply for private engineering colleges in Mumbai.
