Yes, you get good education and even placements are good with decent packages, if you don't get in any of the top institutes it's good to go for Thapar Institute.

Hello C Bhargav, My honest opinion is that IIT Roorkee is the best as far as civil engineering is concerned even at the level of PG studies. However if you still intend to go abroad then in my opinion, it's the UK followed by USA. Best wishes to you.

I'm sorry to say that you won't be able to get in any kind of government college because until now no college has taken students with more than 3000 rank. I don't know about Haryana government colleges closing limit, but if you want then you can apply there.

Part-time M.Tech is available but for that, you have to complete B.Tech. There are many universities from where you can pursue B.Tech in distance mode but not part-time. So, the answer is no.
