Hi Viraj,
Without completing a Bachelor's degree, you cannot apply to a PG course. You can apply to a UG course abroad now and admission will depend on your percentage obtained in class 12th and Diploma. Other requirements include IELTS or TOEFL score, SAT score if you are applying to the USA, etc.

You should check both the criteria. They grade colleges according to the infrastructure, student-faculty ratio, number of Ph.D. faculty members and check if the institution is of international standards or not. Everything that's required to be a good choice for students.

Both the courses has different direction and different scope on future. You can't compare engineering with a B.Sc courses. Both the courses has its own merits.
Gender never decides the courses. It is your interest in which side you can do better. Choose that side.
I suggest you to go with Engineering, because it has more scope rather than B.Sc.
