Job opportunities are available for B.E. /B.Tech. Civil Engineering graduates in Government as well as Private sectors. Talking about Government sector, many enterprises such as ONGC, BHEL, IOC, PWD, Electricity boards, Town Planning department, NHAI, Armed Forces, Indian Railways etc. Requires qualified Civil Engineers. Talking about private sector, prime recruiters are Construction firms. One may take up following job posts in such firms-

You need to enroll for a single window counseling program called TNEA which is conducted by Anna University. Through this, you will be allotted seats into Anna University and its affiliated college based on the board exam marks. TCE is also affiliated to Anna University and so you need to apply for TNEA. No, you can't do B.Tech along with the job. But you can do any part-time job such as online work, tuition, teaching students, etc. Because for job, you will have to give at least 8-12 hours.
In this case, you have to miss your classes but can't skip your B.Tech classes because now 75%+ attendance is mandatory for appearing in exam.
