Yes, you can. If your all the subjects are cleared in your engineering and have all the certificates needed, you can do MBA in france.

Admission in VJTI for B.Tech in Civil Engineering is through centralized counseling conducted by Directorate of Technical Education (DTE) based on rank/score in MHTCET/JEE Mains.
Hence, you need to have atleast percentage that makes you eligible for MHTCET / JEE.

According to last year's cut-off, there are chances of you to get a good government college in civil engineering. As you are from general category, you may get college. But, you can try to get admission. You may get a government college.

Following are the two general ways for admissions in undergraduate engineering courses in India –
Direct Admission- Engineering institutes which offer direct admission have certain criteria for admission. Either they offer admission on the basis of merit in qualifying exam i.e. 10+2 or equivalent or there are some management seats reserved in private engineering colleges.
