Fortunately, the issue of domicile has not raised it's ugly head in PG courses in engineering. Yes, you can seek admission in BITS, based on your BE from Gujrat. Of course you have to follow the procedure required at BITS.

You can apply for a Bachelor's degree programme first, if you meet the admission requirements then you can get admission. Good academic grades, IELTS score, strong SOP, LORs, etc., will be required.

There are many instituions offering BE in any branch via distance education mode. In this there are no entrance exams! But a word of caution. Recently SC of India has simply cancelled degrees in engineering obtained by students via distance education mode more than 10 years back. Also any course that demands great amount of practicals, how can it be done via distance education? My advise is to be away from such course.
