Diploma in Civil Engineering is a sufficient qualification to start your engineering career, but you will get junior engineer job. It will take you 10 to 15 years experience to grow into engineer or managers role. Therefore, for long term career growth, if there is no personal constraints to start job now, you are advised to do B.Tech lateral entry degree before starting a job.

Civil and software engineering are poles apart. They are two different fields and if your ultimate goal is to get into software field then opt for computer science and engineering instead of civil engineering.

You have to appear for JEE, state PET/CET, etc. There are some universities which takes there own private examination like, VIT, BIT Mesra, BITS Pilani, SRM, Manipal, etc.

You are eligible toapplying Engineering graduation degree in USA Universities after Diploma in Engineering as you meet min 12 years education requirements in USA Universities but you may not get lateral entry admission in second year of Engineering as in India.

You can do Masters in civil engineering or any of its specializations from few of the IITs after qualifying the GATE exam with good marks.
