It's good to dream about doing your M Tech from abroad. But let me assure you that best place to do M Tech in Civil engineering is IIT Roorki. Of course if you are interested only abroad then perhaps US or Canada or Australia would be better since language issues.

You can go with Germany as the education is free there and they also have most advanced infrastructure and good placements.
