There is a large scope of good, talented civil engineers in our country presently and after 2018, which deals in infrastructure, construction, building, etc.

You can't directly get admitted in any of the architecture colleges in India. For admission in B.Arch, you have to face a competitive examination called as NATA (National Aptitude Test in Architecture). Only then you are able to take admissions in any of the colleges in India.
However, it may definitely not be concerned that you have other degrees in that related field.

Yes, you can surely get admission in the college directly into the second year of B.Tech through lateral entry. Based on your performance, and the requirement of college, you will be selected.

However, as per your rank, your chances are nil for any good colleges.

It is quite difficult to get seat through counselling, as your score is not affective. And, on the same way getting seat in civil is not possible. You may try for management quota. If you are in Mumbai region, then Dutta Megha will be the good option.

It is an evergreen stream of engineering. So go ahead.
