Hi Vivek, you have to make this choice based your interests. By a mining Diploma, you will be limited to only careers in mining. However, with a civil engineering Diploma, you will have wider prospects. So, decide accordingly.

Hi Pradeep,
If you check leading job portals of Poland you will find a huge demand of civil engineers. Working and studying options are quite favorable to foreign students in Poland. If you pass out from a Polish institute you won't need a work permit. However check your study visa and temporary stay order are all valid.

Hi Alex, 6.46 is a poor score for the top-ranked universities. Also, your GRE score is not too great. However, you can always try, a strong SOP and exceptionally good LORs might help. UC Berkeley, University of Illinois Urbana-Champaign, Purdue University- West Lafayette and Carnegie Mellon University among others are well-known names for civil engineering programmes.

Yes, there is a feasibility for this. The Government of Maharashtra allocates certain seats against what is called as "All India Quota". Students from across India can apply against this quota. But hurry up and register on website of "DTE".
