I understand your concern as you didn't get required score in JEE so it's hard to get admission in a good government college but don't worry you can find a better option in a private college/university. I would like to suggest you to pursue civil engineering from UTM Shillong.
My cousin graduated from UTM last year and is placed in a big organization in Bangalore. UTM is the campus of MIT Pune and it's hard to find such dedicated faculty members and quality of education that they provide to their student. Hi Gurpreet,
It is difficult to find a PG Diploma programme in engineering. Very few options are there which includes Fanshawe College of Applied Arts and Technology - Graduate Certificate in Construction Project Management, Centennial College - Graduate Certificate in Construction Management. Check here too:
