The definition of better varies from person to person and is influenced by personal inclinations and one's strength.
It totally depends on you. From my point of view, I'll prefer B.Tech in civil engineering due to more job prospects in government sector. After doing your B.Tech from civil engineering, you will have more options than B.arch. You can give GATE, IES or if you want to go in management field then you can give GRE, CAT and XAT. So, all over, I'll prefer B.Tech in civil engineering over B.Arch.

If you are asking about bachelor degree you must complete your 12th Science and also take your IELTS. For masters you must complete your bachelors in the same field and take your IELTS. For the specific scores please check the university website.

After already having a degree in civil engineering, you can opt for architecture, engineering management, project management, urban planning, water resource management etc. the term best is very ambiguous. Every person has their respective skill set. Please know your areas of interest.

Every university has different admission requirements.Admissions are not offered solely on the basis of IELTS score, you have to understand that your academic grades and overall profile matters. Check the university websites for the admission requirements. Your SOP and LORs will also matter. It is difficult to say which university will give you admissions since its their decision not ours. Prepare well.

It's nice to know your intention of acquiring degree. In Maharashtra the best college for this is of course COEP, Pune. But there are good colleges in almost every district of Maharashtra. You should select that is most convenient.
