Yes, CAT is difficult but not that it is impossible. With proper utilization of time and some hard work, you can score a good percentile on it. And starting its preparation depends upon your own advantage.

A Ph.d is generally done to take up a job in research or education and with civil engineering, ppl pursue MBA in construction management as there is a need of well trained professional in it. Other good options are Transportation Engineering, Structural Engineering, Water Resource Engineering, Geo-Technical engineering, Environmental Engineering etc.
