B.Tech is a professional course.
B.Sc is a normal sc. course(even honours)
Engineering is an advanced course for Science.
if u have interest in chemistry, do betch.chem.
if u done B.Sc.chem., u must need to do M.Sc.chem., for that jobs equated with betch.chem

India has very good engineering colleges fir B.Tech in Civil Engineering. IIT Roorkee is one of the world best institute for civil engineering. You are advised to study civil engineering in India. You may opt for PG abroad for specilaisation.

Himanshu, if your ranks are not letting you take admission in your preferred branch go for admission in some good private university where you can get admission on basis of your marks too.
These days we have so many good private universities which offer you admission on JEE scores/ tests conducted by them/ your marks in 12th. Some of these also offer good scholarships based on any one of the above mentioned admission criteria.
Check the websites of some good universities or call on their toll free no.s for more details.
