US is the better option if civil engineering is what you are looking for. It is home to all the major universities. Be prepared for tests like GRE and TOEFL for admissions.

You will find a few options in Australia, please communicate with the universities directly; University of Southern Queensland and University of Tasmania. You may have to visit the campus at times as courses are blended ones mostly.

obviously IIT are the best. but to get chance in it is equally too tough. according to TOI survey, SRM is the best ranked private college for B.Tech in India. So u can try there.

Yes you can , there is separate quota called diploma quota under which you may apply.

no you can't change your field if you done your 12 then you can do b.tech with different branch else not
but civil branch is in trend m also civil engineer it gives a lot of opportunities buddy don't change it
