Lateral entry programs are designed to encourage diploma holder in engineering or B.Sc grads to seek admission in engineering. Therefore, I do not think, it is feasible to change from private university to other university by lateral entry program.

IIT Roorkee is the best Institute for higher studies in Civil Engineering in India. You are advised to appear for GATE to seek admission in IITs.
