US is the better option if civil engineering is what you are looking for. It is home to all the major universities. Be prepared for tests like GRE and TOEFL for admissions.

You will find a few options in Australia, please communicate with the universities directly; University of Southern Queensland and University of Tasmania. You may have to visit the campus at times as courses are blended ones mostly.
