Yes, only when your marks match their cutoff criteria. if you are DSY student and if you have your PWD certificate then you should be able to match their criteria and can get admission in ETC branch.

It is difficult to tell you the exact about your admission possibilities but as per the previous year cutoff as OBC category the chance seems less to get a seat in walchand college of engineering sangli .
however you can try for state counseling like Punjab, Haryana, MP, Etc.
To know your other best admission possibilities of Institutes and branches in JOSSA & State counseling as per your percentile

COEP B. Tech admission is done through the Maharashtra Common Entrance Test (MHT CET) conducted by Maharashtra State Common Entrance Test Cell or Joint Entrance Exam Main (JEE Main).
On 15 Mar '23 to16 Mar '23 JEE Main 2023 Application Form was Re-released session 2.

Major admission in COEP IN B.Tech courses done by the State Common Entrance Test Cell Maharashtra through the CAP Rounds by using MHT CET scores. There is also some seats reserved for JEE Main candidates also filled through the CAP rounds conducted by entrance cell. So for getting admission in COEP, you need to appear in MHTCET and obtained a decent rank.
