University of Toronto, University of Alberta, University of Waterloo, McGill University could be the best options. Visit the university websites for admission requirements. These are competitive universities.

Hi,
Fees vary with programs. You must check the university website for this year's fee update. Fee for international students is higher than domestic students. Kindly, follow the tuition fee page of the university.

Dear Abhishek,
All the three colleges mentioned are well known. From a strategic point of view, I would prefer Toronto because it is the financial capital of Canada, which means greater access and opportunities. The university is extremely competitive, so apply to the other two as well. Simon Fraser is also a popular university for undergraduates.

Dear Swetank,
Both, Canadian and international students are eligible for Vanier scholarships. To be eligible, however you must be nominated by a Canadian University or be a full time student into a Masters or Ph.D or post-doctoral program. Excellent academic record and research orientation would be required.
You can visit the below mentioned link:

Dear Israr,
Apart from your IELTS scores, your academics will be counted too. There are individual requirements which are specific to a university. You need to check these requirements depending on what you want to study and in which college. Unfortunately, 4.5 is not accepted anywhere. You might have to retake IELTS.

To make things clear, please note that universities don't grant visas. Any university can only grant you admission to a course you applied to. Student visas are granted by the Canadian Embassy and consulates, and admission to college and visa applications are two very different processes.
Sorry, Fraser international college is not under the SPP. However a similar named university, Fraser Valley University, is under SPP.

All Canadian universities ask for minimum 60% percentage, counted as per Indian standards, for you to qualify for applying in Canada.
