Only if you are a final year student. Yes, Any engineering. Graduate ( Passout / Final year Appearing ) is eligible to appear for IES examination. You, however, need to produce the required documents of the qualifying exam as and when asked by the UPSC commission before the final selection. It would depend on the type of Masters and the university policy. In most popular Colleges that would not be possible because they prefer students with course background. But you could get into many other colleges that may not be very popular

No, as per the official website they are currently not offering that course. There are some recognition issues still pending
