No, for B.Tech lateral admission, You need to appear in an entrance test conducted by Royal Global University followed by Personal Interview.
Or
The candidate shall have to appear in a State Level Admission Test conducted by an appropriate authority as recognized by Royal Global University.

You cannot do two degrees from regular college. The degrees having same completion Year becomes invalid but all depends on your interests. You can do one from distance or open or other from regular.

Yes, you can apply for UPSC for being IAS and IPS. Your degree is equivalent to graduation of course which is the eligibility criteria. The exam has an optional paper which is subjective. There you can chose your graduation subject or some other subject as well as per your interest. It takes more than nine months to prepare start preparing now.

Please check the prospectus of the course provided by the university to get all the details regarding admission procedure, eligibility and syllabus, fees etc. But if the notice mentions hons then it will be compulsory.
