Hi,
If your degree has not yet been released by the degree, go to your dean and VC and get an application etc. Signed by them regarding your eligibility. All universities give a provisional degree, but if you do not have even that then you have to go to your dean and VC.

Both courses have their own merits. Fashion designing will be more industry oriented & practical, where as if you want to get into generic arts stream, then BFA would be helpful. It won't be specifically for fashion or for designing. Fashion designing has quicker career applications compared to its counterpart. Yes you can take. There is no restriction for admission on account of gap after 12th. However it is advisable here that you should go with IGNOU distance courses.

As far as it is UGC approved, and a recognized university, it should not matter. However, such colleges and universities are very few, so enquire properly before getting in and getting out. Moreover, private colleges work best for working professionals, more than students.
