Hi,
If you have not yet written intermediate exam, first try to complete it and later on you could get a degree. But no university in regular mode offers you a Bachelor degree in any stream in India.

Yes, you can. You can opt for MCA from a good university/college and you do not need to have Bachelors degree In IT for it.

Diploma is not equivalent to a degree and to be eligible for IAS, applicants must hold a graduate degree or equivalent qualification from a recognised university.

AMIE is an autonomous body. Students who have joined before 31st May 2013, there course is valid. But, it is better that a regular graduation course is done.
