Hi, transfer rules are very university oriented, you must check with them directly. You can be eligible to apply for a Bachelor's degree course, but if you seek a transfer into a second year or so you must check with them directly.

If he is not applicable for Regular degree in Mechanical engineering, you may suggest him to enroll himself in Mechanical Engineering in correspondence. As per the eligibility of the course, applicable candidate must have passed 10+2 from a recognized board. So, you can apply for the same even if you are a graduate in commerce.

Hello!
You cannot do both at a time. It's better that after completing your Diploma, you take lateral admission in B.Tech and complete you degree. Yes it will take some time but trust me, it will be fruitful for you. All the best.
