No, you cannot. Degree programme have a minimum duration of 3 years, whether it is distance or regular. You can pursue recognized degree only through 3 years of duration.

You can pursue it again from 2nd year, if it is possible. Although, you can start it again from beginning, because if once you are failed you need to clear it first.
