Himalayan University is included in the list of approved universities in India listed by UGC Approved Universities. Rehabilitation Council of India has too approved Himalayan University while allowing to confer B.Ed degree in Special Education.

Yes, in every university, you have to first do bachelor's then you are eligible to do masters. The terms and condition of the university clearly suggest you to first get your bachelor's done then apply for masters. They even ask for marks in your bachelor and degree too.
