Until you have cleared all the backlogs, you won't be getting admissions for PG course in the first place. To get admission, you have to clear the backlogs only then you will be getting your course completion certificate.

Yes, you can definitely do MBA abroad if you meet the eligibility criteria for the institutions.
As far as I know, most of the institutes ask for work experience.

M.Sc is a better course because first of all, you're looking for a degree course and PGD is not a degree course, but Diploma. Also, it is a more detailed course and has better scope.
