Usually, a 3 year degree programme is valid in UK, but most of the universities in UK require prior work experience for getting into MBA programme. Kindly check the requirements with the concern university for which you are applying. Thank you.

Yes, you might but certain colleges ask that you are enrolled or not in any college. Taking both the courses simultaneously will be burden for you in my opinion. Also, there exists some problem like clashing of dates. But, if you can manage it, then you can go for it.

Getting admission for business related degree programme is based on what percentage you take in exam. Though have failed once, you will be considered for admission based on what percentage you had obtained. You also need good IELTS score to claim your admission.

You should start researching on university websites first and have an idea of the entry requirements. Your percentage is low but you can apply to universities after checking the requirements. You must also decide where to study. GRE is mainly required by universities in US. Basis your percentage you can try applying to European countries like Ireland, Poland, France, Netherlands, UK, Australia, Italy, Spain etc. Most of these places don't ask for GRE score. But, you must take the IELTS. You cannot proceed without having any idea of the entry requirements, deadlines, etc.
