No, you have to choose a 3 year course that is B.Sc or BCA or BS+MS dual degree course same like B.Tech + M.Tech. You can go for 4 year B.Tech programme in any branch in which you have interest.
You have to appear for the entrance exam and have to qualify with a good marks and secure a seat. Best of luck.

In order to appear for the UPSC exam, there is no specification for the field of graduation to be pursued. You should be a graduate in any discipline with at least 55% marks.
