No, you don't need to have a degree in theatres to begin your career in acting. Though polishing your skills by joining a theatre group or taking up a short term acting course would benefit you in the long run. Begin by working in advertisements in order to get noticed. Research well about the acting agencies and production houses. Acting is a highly paid industry but it is high on competition as well. You need to prepare yourself well before you begin your struggle.

Time invested- Certificate are of maximum 1 year duration, Diploma requires minimum 1 year and maximum 2 year investment.
The degree programs would be at least 3 years and could be up to 5 years (in case of integrated programs)
Syllabus covered- Obviously as the time invested differs, so does the syllabus and detail of subject taught in the program. Certificates and Diplomas are more specified to a certain part of the total program offering limited exposure, however degree covers a larger arena and offer

You cannot do both as you are already doing a regular degree course. Fashion designing course is also a regular course and if you can manage your time then you can do your Diploma in fashion designing, but you need to manage that or else you can do fashion designing course through distance education where classes will be on Saturday and Sunday, these are the option available for you.
