Abroad is a wide term, includes many countries and universities and you cannot generalize the requirements. Different countries and universities have different entry requirements. Yes, you have to appear for the entrance exams conducted by Jamia Milia Islamia, and if you are in cut off list, then you will be called for the further admission process. The admissions are open and forms are available on the college website

First and foremost, you have to understand that there is no point comparing M.Tech and MBA courses. Both are specialized degrees and have value in their respective grounds.
