It's better but first qualify GATE so that it would be better you to join in any government sector. Nowadays many government sectors are making GATE as the qualification for them. M.Tech is not that useful. Go with government jobs preparation.

There is no rule as such. Regardless for your stream in diploma, you can choose any specializations in B.Tech. The admission in B.Tech is through LEET Exam for diploma holders.
