The rank is not sufficient to get CSE, however there are slim chances for ECE/EEE in 3-5th round in lower ranking NITs.

Yes, you can get into SASTRA in atleast one of the three streams mentioned above. As you would have known already there are 2 steams for admission in Sastra. If you have a JEE score of above 150 then you can enter through stream 1. With your board marks alone you can enter through steam 2.
