The three things you mentioned are taught by many institutes with course lasting few weeks only. I suggest you start doing these one by one it during summer vacations.

ECE graduates are eligible to seek admission to get trained as an ETO in Merchant Navy. Once you are ETO trained there will be no difference between EEE and ECE graduates.

ECE/ENTC will be a combination of theory and calculations. It includes equations of movement of electrons, the flow of current, charging/discharging of capacitors and calculations on antenna systems. It is a good blend of theory+practical+calculations.
