Normally students opt for graduation after competition of Diploma in engineering. In any case eligibility for Diploma is class 12th & so also it is for graduation. Hence, if you have completed graduation then you can definitely seek admission for Diploma in engineering, but it is not called as PG Diploma. Best wishes to you.

As per my knowledge, electrical is a practical subject. So, you might not have the option of distance. You will have to take the regular classes, rest you can still confirm from the college authorities. Yes, it might though be the case that the amount of attendance can be low in the regular one in some college.
