Hi Ajay,
IEM is a private college, so there is no problem if you are from outside. As per your rank in WBJEE, you will easily get information technology in this college. Computer science engineering might be possible in spot or the last round of the counselling, but information technology is sure in first round itself. If you are determined for CSE, then you can go for Techno India Salt Lake, Haldia, Heritage, etc.

Information Technology is better than electronics and communication engineering as information technology is a circuit branch and it can be integrated with many other branches. Also, it is related to CSE and you can do jobs related to computer science engineering as well as information technology.
