As we all know, this issue is never going to be solved. But we can say both the branches have never ending scope. Where ever you go, you need shelter, clean water, etc. We get all these with help of civil guys and also the electronics devices and gadgets nowadays are so important for all the people. Both the branches are evergreen branches. So, if you are asking this for your career then I would suggest that you go with your own interest.

ECE is a very good engineering branch. It has good career opportunities in terms of learning, financial abilities, job and growth. You could proceed in the core companies or in the IT field post completion so its flexible that way.

In Anna university counselling, they will consider only intermediate percentage but not JEE mains score. But your intermediate percentage is too low for getting into Madras Institute of Technology, so try some other college.
