Opening and Closing rank depends on the category and quota of candidates. For the General category under All India, the opening rank was 35311, and the closing rank was 57481. Cut off are different when it comes to other categories or female candidates and even the domicile of the home state. I must say that NIT Raipur is better than IIIT Naya Raipur in all aspects. First of all the former college is older. It has better infrastructure, hostel facilities, location, academic performance, and the most important aspect is placements.
