For ECE department, the rank cut off is between 6500-23000 for the last 3 years.

Both are good Institutes as you can pursue in anyone. If you really like CSE and you think you want to go with CSE then go for LNMIIT, else if you think you want to go with BITS, Goa you can. Both has good placement opportunities. It's not which institute but you have to decide in which branch you want to join.

It would be better if you go for ECE.
