The best way to predict a college through JEE Mains score is using shiksha college predictor. After that, just go for the counselling of that college. You may also choose a private college like BITS-Pilani, SRM, VIT, SKIT-Jaipur, Galgotias, Sharda University, LPU and NIRMA.

Yes indeed, students from other states too can get admission in colleges in Tamil Nadu. You will have to register on the portal of Anna University for this purpose. I am attaching a link that will give you all the required information about this.Remember, there is no entrance test. Admissions ate based on marks of 12th only.

The programme is a three-year, six-semester, full-time, campus-based programme. Students who have passed 3-year Diploma in Engineering are eligible for Lateral Entry (join 3rd semester of the programme). You can take admission for B.Tech lateral entry after any Diploma or Polytechnic course. If you want to do a Diploma, I would suggest you RIMT University in Punjab for this course. http://rimt.ac.in/b-tech-hons-lateral-entry-all-branches.php.

The B.Tech lateral scheme is available at IPU-GBSIU for Diploma engineering and B.Sc degree holders students only. Hence, You are not eligible for B.Tech lateral admission.
