Students who have passed 3-year Diploma in Engineering are eligible for Lateral Entry (join 3rd semester of the programme). You can take admission for B.Tech lateral entry after any Diploma or Polytechnic course. If you want to do a Diploma, I would suggest you RIMT University in Punjab for this course. http://rimt.ac.in/b-tech-hons-lateral-entry-all-branches.php.

Yes, many of the colleges allow this. Some of the colleges in the private sector are Lovely Professional University and Oriental College of Technology.

The B.Tech lateral scheme is available at IPU-GBSIU for Diploma engineering and B.Sc degree holders students only. Hence, You are not eligible for B.Tech lateral admission.

The eligibility criteria for B.Tech programs of College of Military Engineering is 10+2 pass with 70% marks in PCM for civilians. The admission are based on JEE Main/MH-CET ranks. Further there is no provision of lateral entry admission in CME, Pune.

As far as my knowledge is concerned, AMU does not offer lateral entry for B.Tech course. You will have to qualify the AMUEEE entrance exam and begin your course from the first year.
