Yes, you will get some decent government engineering colleges under WBJEE domain, however, I will recommend you to for IEM/Heritage you will get top branches there. Kindly check here:

Sorry to say, it seems very difficult to get ICT Mumbai for B.Tech Food Engineering and Technology. For Open category (Ladies Quota) cutoff for 2017 was 154 (1832 rank ). So, getting ICT-Mumbai seems difficult. You can go for other Colleges. Below are the Colleges offering Food Engineering and Technology in Mumbai.

As you have taken BiPC in your 12th standard you are not eligible to take CSE. Maths is a mandatory subject to study engineering. But you have an alternative i.e. Diploma (computer science) and B.Sc computers. You could choose any of these.

Well, CUSAT is a government college so it has a bit of edge over Heritage's private ownership, however, if you got the main campus of CUSAT then only its worth taking, otherwise, HIT-Kolkata is a better option.
