According to me EEE, i.e, electrical and electronic engineering is a better option. The first year course will be common for all branches including detail study of Maths, physics and chemistry. Later from 2 year you will be having subjects only based on your branch some topics like semiconductors, some electrical circuits and kirchoffs laws etc. Scope of both are good but electrical and electronic may provide you extra advance knowledge and helps you for better Placements.

I don't think any of these can said as the worst. As an engineer, you would come to know every branch have it's own goodness. It totally depends upon you what you likely want to do. If you like to spend your time with solving problems analysis and coding then you may opt CSE. But if you want to play with circuit you may opt electrical. And if you are confused you should dig dipper in both fields. Remember you always have chance to change your branch after 1 year of B.Tech. If I talk about scope in India, see our country is a developing power we need skilled human resources but unfortunately we have a great number of unskilled engineers

More or less it depends on your test. What I mean to say is if you don't like it whatever it is it will never make you happy. Just do a little research about syllabus and field application of these fields, then it will be easier for you to choose one.
