12th exam marks is one of the eligibility conditions to get admission through JEE exams. You can't get admission in IITs unless you clear the exam with good rank.

IIT Delhi did not mention any particular one. But the Admission Policy for NIT students is :
Students who are enrolled under National Institute of Technology will have to score a CGPA (cumulative grade point average) of 8 by the end of their third year (6th Semester) of the B.Tech programme will be able to sit for an interview round, which will be the deciding factor for admission into the Ph.D. course. Shortlisted students will be capable to take admission in Ph.D. directly without appearing for GATE exam. It is unfortunate that you have scored lower marks in Chemistry although you have a decent overall PCM percentage. I would request you to apply to private colleges.

You have to score good marks in GATE exam then only you can get admission in any good college for M.Tech as you have scored less, you can take one more chance, prepare well and take GATE exam again next year so that you can score good marks.
