I am not sure whether branch upgrade option is there or not in Jadavpur University. If available, I don't think B.Pharma students can get CSE in upgrade as both of their eligibility criteria is different. ECE, mechanical, it may get upgrade to CSE if there.

Institutions having less annual fee. So, search out as many government. Institutions as you can, for sure you going to get many, matching your fee structure. All the best.
