These days for getting admission in any of the engineering colleges including Deemed to be university is via the exams conducted by the Deemed to be universities or the concerned state governments or the association of private colleges. The only other way of getting admission if you have not appeared for any such exam is to seek Admission under what is called as management quota seats for this you have to approach the concerned University directly. Many of them have declared name of the concerned person whom to be contacted on their websites. You may make use of this information. Best wishes to you.

The cutoff rank of EWS for general category students has been declared as 9310 by JEE Advanced as eligibility for appearing in JEE Advanced exam. In view of this it looks that with your ranking chances of getting admission in a government college are quite slim.
