All the given examples after the third blank are related to industrial activities. Hence, it can be assumed that the given sentence is related to the sentence followed by the third blank. It should be – “Such earthquakes are related to industrial activities. Some of the examples are mining, construction of water dams….”

The 4th sentence uses the pronoun which is used for the person called Trump in the 3rd sentence. Hence, 34 is a strong link here. Neither of the options except B uses this link. This makes 1234 the most logical sequence.
