Yes, you can. IITs don't have any interest in the college you opted for UG. They only consider your GATE score.

To do a Master course from foreign universities, I.e Germany you should achieve good band in IELTs & IELTS band also depend upon your engineering marks or percentage so it depends on your band.

Yes, there are many colleges in Mumbai who get the admission by this score, you can check online according to your branch preferences in M.Tech or you got call from different colleges for M.Tech.
