If you want to study MS from Germany or the USA, you will have to appear for the international qualifying exam: GRE and maybe an English proficiency test if English was not the medium of instruction in your institute. You can go for Bachelor's degree but not for Master's degree programme. A Diploma does not make you eligible to pursue Master's degree. Your Bachelor's degree in arts doesn't hold any value for computer studies.

The main criteria is to complete your Bachelor degree with very good grades. German universities only accept a brilliant students. Along with it, you must have a strong research profile. Take IELTS too. You can consider taking GATE but not compulsory.
