Hi Yajiv,
You have a excellent profile. The fact that you have already given GRE and TOEFL shows that you must have basic understanding about studying abroad, especially the US, as that is usually the first choice destination.
If the cost of studying in the US is making you look for a alternative in Germany, then by all means you can look at it. With your profile, you can make it to top universities in the Germany, where there is hardly any fees.
But, if you are looking at Germany, then make the extra effort to learn the language in advance, as it will help you to better integrate into your college life as well as aid in finding part time

You can not apply for Germany but you should apply to near by small country where tuition fee is low for bachelor degree in Civil. Once you complete 4 yrs of bachelor degree in EU; you can choose master degree at free in Germany.

Please remember in order to pursue masters degree from universities in Germany, you need to have relevant undergraduate degree from recognized university with good academic record preferably 60%-70% plus in graduation, plus you need to take below mentioned tests:
1. GRE.
2. TOEFL or IELTS.
Please note that the eligibility criteria for admission may differ from university to university.
However please remember since Germany is a non English speaking country, and their national language is German, so it is always advisable for students to pursue some basic level German language course before leaving for Germany.

Most of the universities in Germany are state university and offer study at free or very low fee.
Getting an admission at the best university, one should have good academic and required score.
After two years of span, nobody can say that education will be free in Germany or not but yes, Germany is one of the best to offer highly skilled professionals from around the world and they will be liberal to attract more professionals in Germany.
